As someone mentioned, that is likely a photo of work in progress.
Once the cut parts are bent to the desired shape there will be sheetmetal welded to the gaps and the whole thing covered with typically fiberglass or bondo.
This creates a very nice looking smooth flared custom fender.
There’s a lot of this kind of custom flare building going on here in Europe.

Me thinks it’s just not ready yet. It’s a work in progress.

Next you cut off the excess, weld it back together, fit a new flare and it’ll come out jut fine. That’s how those wide flares are made. I mean, I hope that’s what he’s going to do too…
